Sammy Chavira campaign signs were spotted today. They look like they are the same signs he used in his 2012 campaign. The slogan on his signs, “The right priorities” has proven to be ironic and totally meaningless. People are chuckling and saying, “Really?”

Let’s take a look at Sammy’s priorities during his first term:

  • His priority is to take lavish trips at taxpayers’ expense such as seeing the Pope on a large screen TV in Washington, D.C.
  • My priority is to publicize all of my taxpayer funded councilmember expenses on internet for all to see.
  • His priority is to ignore the law by failing to appear in court for a speeding ticket that resulted in his driver’s license suspension and eventual payment of fines when the media started to question him. He called it “a minor glitch.”
  • My priority is to advance the completion of Heroes Park.
  • His priority is to be largely invisible while serving as a councilmember by missing a dozen council meetings and holding only one district meeting during his term.
  • My priority is to restore regular district meetings and to be accessible in person, by phone, email and social media.
  • His priority while on council is, “I’ll be a voice for accountability and tight spending controls” except when it comes to burying his trip expenses in a mass of lost credit card receipts. His accountability has been non-existent.
  • My priority is to improve services for Glendale’s residents while keeping city government lean and mean.
  • His priority is to “fight to fully fund Head Start, promote education tax credit programs and make city-provided after-school programs more academically focused.” Unfortunately he didn’t tell voters that a Glendale councilmember has no control over local school board decisions regarding curricula, policies and funding.
  • My priority is to work toward a permanent west library branch.
  • His priority is, “no more sweetheart deals.” Yet he flip-flopped on the Coyotes management contract and approved a $15 million dollar a year “sweetheart deal.”
  • My priority is to attract new businesses and jobs while working to assist existent businesses.
  • His priority is as a double-dipper receiving $35,000 a year as a Glendale councilmember while also pulling close to an estimated six figure salary as a Phoenix firefighter yet he can’t seem to do his job as a councilmember.
  • My priority is to serve everyone by doing my “homework” on issues that come before council, attending all council meetings and helping citizens to solve problems.

All of his priorities reflect facts from the Arizona Republic, the Glendale Star, minutes of city council meetings and direct quotes from his 2012 political mailings.

There were those who counseled Sammy not to run this cycle but it appears that Sammy thinks Yucca district voters are too stupid to understand and appreciate his many misguided “priorities.”

Chavira has done nothing and contributed even less to council deliberations on major issues. Now the Arizona Republic in an Op-Ed piece has called for his censure for his extravagant trips paid by Glendale taxpayers. They did not go far enough. Chavira should reimburse the city. He can certainly afford to do so with his two jobs earning him a six figure salary.

He appears to have flown under the radar taking care of his friends and major campaign contributors. We know that he has repeatedly ignored the residents of Yucca by canceling scheduled meetings, failing to return their phone calls and failing to connect with Yucca residents through regular district meetings.

I decided to run at the urging of many and because Chavira, quite simply, has not fulfilled his responsibilities and obligations in service to his constituents. Add to that his blatant abuse of taxpayer dollars.

It’s time for Chavira to retire as a one term councilmember and for him to refocus on his job as a Phoenix firefighter. He’s done enough damage.Vote for Joyce

  • Pass out campaign flyers to your neighbors. You don’t have to pass out a lot – to 20 or 25 homes surrounding your house.
  • Attend my district meeting scheduled for Thursday, July 21, 2016 at 6 PM at the West Valley Family Church, 6115 N. 91st Avenue, Glendale, AZ 85305
  • And perhaps the most important of all — VOTE either by Permanent Early Ballot or at the polls on August 30, 2016.

It has been 18 years and 200 days since the city’s pledge to build the West Branch Library.

On June 27, 2016 I sent a letter and an email to Sammy inviting him to a debate. Here is a copy of the letter I sent (email was identical).

I secured a site for July 14, 2016 at a local church and Robert Heidt, CEO of the Glendale Chamber agreed to moderate. I asked Sammy to respond by close of business on July 5, 2016.

Surely it is not difficult to make such a decision within a week.  I clearly stated in my letter that if  I did not receive a response by July 5th that meant that he was declining my invitation and I would cancel the arrangements I had made. As of posting this blog I have received no letter of acceptance or rejection; no email of acceptance or rejection; and no phone call of acceptance or rejection.  I have cancelled the debate arrangements. Sammy does not have the common courtesy to respond to a debate invitation and to confirm or refuse that invitation. He should not be surprised if he turns up at the church on July 14th to find that no one is there.

It is July 6, 2016 and Sammy has not responded, period. Not an, “I’m sorry. I have another commitment on that date.” Nothing. Just silence. That seems to be his habit and practice. He has been contacted by the media on numerous occasions to explain his lavish travel on taxpayer dollars. Once again, nothing. Just silence. Does he really believe that ignoring a situation will make it disappear?

In the July 7, 2016 edition of the Glendale Star, Sammy was asked by Darrell Jackson, the reporter, if he would take part in the debate to which I had invited Sammy and had scheduled for July 14, 2016. Chavira’s response? “Let’s just say my record speaks for itself.” It certainly does. His record consists of abuse of taxpayer money on lavish trips, a dozen absences from council workshops and meetings, one district meeting held during his entire term and failure to appear in court with a subsequent driver’s license suspension. That is a record that certainly speaks for itself.

Is Sammy afraid to debate? One could assume that is the case. After all, he and I would have been asked questions without the benefit of knowing them beforehand. Sammy would not have had time to ask others to help him to prepare his answers. If you have ever watched Sammy at council workshops or meetings, he is heavy on thanking everyone for everything but light on offering a substantive response on anything. He doesn’t appear to be very articulate on any subject and seems to have trouble responding without prepared notes (crafted by someone other than Sammy).

So, Sammy will remain, for the time being, as the Yucca district’s invisible councilmember. Sammy, has repeatedly shown how little he respects the voters of the Yucca district and has not earned your vote.

Wednesday, June 1, 2016 was the last day Glendale candidates could file their nominating petitions. The City Clerk’s Office has been very, very busy accepting petitions from mayoral candidates Jerry Weiers and Mark Burdick as well as those of council candidates Ian Hugh for the Cactus district ( unopposed); Ray Malnar for the Sahuaro district ( unopposed), myself and Sammy Chavira, my opponent, for the Yucca district.

Here’s some trivia. The number of nominating signatures required for each race is based on the total number of votes for mayor in the 2012 Glendale General Election. The total number of votes for mayor throughout Glendale was 69,558. That means that each of the mayoral candidates submitted a minimum (5%) of 3,478 signatures and a maximum (10%) of 6,956 signatures. Since each petition sheet holds 10 signature spaces the City Clerk received somewhere between 350 and 700 sheets from each mayoral candidate. Not all petition sheets may have been filled out completely. It is possible to submit more than 700 sheets because of that fact.

The total votes for mayor in the Sahuaro district were 15,360. Ray Malnar, unopposed, submitted a minimum of 768 signatures and a maximum of 1,536 (76 to 150 petition sheets). The total votes for mayor in the Cactus district were 9,395. Ian Hugh, unopposed, submitted a minimum of 470 signatures and a maximum of 940 signatures (47 to 94 sheets). The total votes for mayor in the Yucca district were 9,271. Sammy Chavira submitted a minimum of 464 signatures and a maximum of 927 (46 to 92 sheets).  Now you can see why the City Clerk has been busy. She and her staff have processed an estimated 2,000 petition sheets from various candidates.

spaces filled, the actual number of sheets I turned in was 101. The registered voters I and my volunteers met during signature collection were eager to sign my petition and often commented on having read about Sammy’s travel misadventures.

Sammy has turned in his petitions. My team discovered some interesting facts from reviewing them. The last time Sammy ran in 2012 he had a lot of support from the fire unions, the Democrat Party, former Councilmember Norma Alvarez and “Dreamers.” All of that support has evaporated. It is rumored that the fire union had a “heart to heart” meeting with Sammy and asked him not to run. They felt that he had tarnished the image of fire fighter with his publicized misdeeds. Former Councilmember Norma Alvarez rejected Sammy, urged me to run and has endorsed me. The “Dreamers” have disappeared.

Sammy has one, last friend to save him…Congressman Ruben Gallego. You remember Ruben, don’t you? Sammy spent $2,075 of your tax money to go to D.C. to see him sworn in. Ruben invited Sammy to go to D.C. to see the Pope on a large screen TV for another taxpayer funded $1,933. Along the way Sammy racked up a $400+ dinner for his bosses and blew $3,136 on changed airline tickets and baggage fees. Yep, you guessed it…on the taxpayers’ dime.

Who circulated Sammy’s petitions? Not Sammy. He’s too busy playing the wheeler, dealer councilman. This time around he had to pay for petition circulators…25 of them. I guess he couldn’t find Yucca district people to support him. The petition company he used appears to have strong connections to…Ruben Gallego. He had 4 Glendale citizens collect signatures for him. Three of them were paid circulators. Only one person was an unpaid volunteer. That volunteer collected a total of 4 signatures for him. How embarrassing.

The race for the Yucca district council seat is on. The next two months are critical. Early Permanent Voter Ballots will be mailed out on August 3rd with the Primary on August 30, 2016. A majority of the voters in the Yucca district now vote by Permanent Early Ballot. One of us will take the election in the Primary because there are only two of us and one will have a majority of the votes.

Now I really need your help. I need an army! I have raised $6545 in campaign thermometer w new numbers Ap 20 2016contributions to date with 98% of the donations coming from people just like you. Some of you may be thinking, “I need to donate to Joyce’s campaign.” You’ve read previous blogs and intended to donate but got distracted. Now is the time. I need volunteers to call voters. Surely there are a dozen brave souls among youcall-clipart-clip-art-telephone-007396 willing to make cold calls to the voters in the Yucca district. It’s pretty easy work done comfortably in your own home. At least you don’t have to be outside in this heat! If firemen support a candidate, run

“The fire department seems to spend a lot of money on candidates every election, but look at the results.

Gary Sherwood was heavily supported by the firemen and look what a catastrophe, as he was recalled. Sam Chavira is a fireman and what has he done except create chaos and spend money as if it were monopoly money. City Manager Brenda Fischer, whose husband is some sort of fireman in Las Vegas, caused a divide in the council and disrupted the city, and who supported her, Chief Mark Burdick, the rest of the fire department, Chavira and, of course, the man that interviewed her before the process even started, Sherwood.

“I talked to a fireman before Sherwood was recalled and his comment was that we need to keep him because he is for supporting and giving money to the fire department. So, they want to give money to themselves, but the heck with our roads, the heck with our recreation programs, the heck with our libraries.

“Don’t support their candidates unless you are absolutely sure they want to help everyone. It is like three people being in a desert with a little water; you need to dole it out proportionately so that everyone survives. Don’t vote for Burdick or Chavira. They are not good for Glendale. Vote for Jerry Weiers and Joyce Clark. They are here to help everyone, not just a select few.”

It has been 18 years and 36 days since the city’s pledge to build the West Branch Library.

February 11, 2016 will be the third anniversary of my blog. In these three years I have published 528 posts, received 2,261 comments and have had over 315,000 readers. It is linked with Facebook, Twitter, LinkedIn, Tumblr, Path and Google+. These numbers are probably modest in the world of blogging but lately daily views are consistently in the 600 range and there are occasional days of 2,000+ reads.

I am proud of what I have accomplished. Having been a councilmember in Glendale for 16 years I have special insights into the goings-on at city hall coupled with many sources of fact as well as those offering pure speculation. There is no doubt, after 3 years, my position on a wide variety of Glendale issues is well known. I make no apologies for my positions on the issues important to you, residents of Glendale. I, as happens to anyone advancing an opinion, have developed a cadre of, shall we call them disenchanted… but you know what? That’s OK. At least they are reading my blog.

On January 21, 2016 I was surprised to read a Glendale Star editorial by Carolyn Dryer commenting on my blog. Here is the link: http://www.glendalestar.com/opinion/article_bb8b7eb2-c049-11e5-828c-5faf9edb2a8f.html . Ms. Dryer is correct in her assertion that I have blasted her, for I most certainly have. However, she said the following, “There’s a former councilmember who has her own blog. I’ll say her name: Joyce Clark. While I do not always agree with her, I have to give her credit for at least putting her name on her blog. You know who is writing the opinions. She is not afraid to put her name on it. And she has blasted me for articles I have written. But the difference between her and others who spew their opinions across the web is she is upfront, honest, and puts her name to whatever she writes.”

Ms. Dryer also made reference to a site that has concerned me for quite some time. It’s called the Glendale Guardian. It says it is, Citizens oriented, fact-based, and community driven awareness network that works to ensure that our Citizens priorities our put first.” Sounds great, doesn’t it? The English used isn’t the best but the objective is to make you think it’s a well meaning, benevolent site. That is far from the fact. Its articles are selective and extremely biased. There is an agenda and it’s not hard to figure it out.

That would be perfectly OK if we knew who was behind the site but we don’t.  It isn’t Sam Smith or John Jones because no one has the guts to acknowledge that he or she runs the site. Or as Ms. Dryer stated in reference to this very same site, To those other anonymous “guardians” of the City of Glendale, you could take some honest lessons from people like Joyce Clark. If you want people to respect you, own up to your words. Do not hide behind the curtain of the Internet. Try putting your honesty to the real test. Let people know who you really are.”

Glendale Guardian administrator(s) have you no pride or respect for yourself or your site? What are you afraid of…the truth?

To blog or not to blog…that was the question

After I lost my reelection bid in 2012, I was offered several opportunities to work but I declined them. I had given 16 plus years to the city I love and I knew it was time to pay attention to my family and to take some time to “smell the roses.”

blog symbol 3Several people suggested that I write about what I knew best – the city of Glendale and its players, past and present. I have always enjoyed writing. I took a hiatus from my council duties in 1996-2000 to take care of my Mom and during that time I wrote opinion columns on Glendale issues for the Arizona Republic and was paid the princely sum of $50 per column. I got a kick out of it even though some of my subjects, I am sure, did not appreciate my skills.

I continued to think about the idea for several months knowing that writing nearly every day is a major commitment – but at least I figured I could do it at home while also doing the ordinary tasks of life. It also requires extensive research if one expects to retain credibility and that is something I learned how to do eons ago in college.  As I celebrated Christmas and New Year’s the notion was always there like the proverbial itch, waiting to be scratched. Yet, I continued to hold off.

I think what made me finally decide to write was watching the first meeting of the newly constituted Glendale City Council.  I saw people flying by the seat of their pants, offering no probing questions on any topic and holding personal agendas just waiting to be realized. We’ve all heard the story of the emperor with no clothes. Well, occasionally I feel that I get to be that little boy who made everyone realize that the emperor wasn’t wearing any clothes. No matter how much some may tell you the way things are, doesn’t necessarily mean that’s the way it really is  and that’s where I come in. I offer a different perspective on the very same situation or set of facts. I could be right. I could be wrong. Hopefully I will have offered you a different way of looking at an issue.

On March 11, 2013 I will celebrate the first month’s anniversary of my blog. I expect to have received about 9,000 hits by that time. I don’t know if that’s ablog symbol 2 good number or bad. I do know that as a result of my blog I am getting a lot of email-the good, the bad and the ugly. That’s OK because at least I know that people are reading and responding. I find that I am enjoying blogging and I guess that’s what counts, even if no one ever reads it.

I’ve decided that I will occasionally run one of the emails I receive in response to my blog. If you would like to respond directly to my commentaries I can be emailed at clarkjv@aol.com.  Who knows? In the coming months your comments may strike a chord and I email symbol 1may choose to use your commentary in a future blog posting. I don’t have to agree with your point of view but I do require that no profanity be used and that your comments are meaningful to the topic and as articulate as you can make it. This is the first commentary I’ve chosen. It comes from a Glendale resident living in the Cholla district (far north Glendale). I have never met this person. The name of the writer is being deliberately withheld upon request. I have contacted this person and found, to my delight, that this person has been following my blog since I started it.The following was emailed to me:

email symbol 2“I’ve watched many of the Glendale City Council meetings on Glendale’s channel 11 over the last few years. At  first, I was not really sure that I would have supported you if I lived in your district but as time went on, I saw that in many cases, you seemed to be a lot smarter than your fellow council members. During the last year, I came to enjoy the fact that there was someone on the council who would stand up to the Mayor when needed.

City Manager: I guess you can say we were charmed by the debonair Ed Beasley, the way he conducted Council business, he could speak and be understood. The first few meetings after Mr. Skeete was appointed interim City Manager, I had to keep turning the volume up on my TV and even that did not help in understanding everything he was saying. I watched him present information to the council that seemed only half done and missing information that most people would have included in the presentation. At the end of last year as the “what ifs” were being discussed regarding possible additional cuts to the city budget if the voter initiative for the sales tax was overturned, he seemed unprepared and then distanced himself from the other departments (that were technically reporting to him) when errors were discovered or procedures questioned. Horatio was definitely no Mr. Beasley.

City Attorney: Mr. Tindall seemed to be qualified for the position and prior to the new council being installed, always seemed to work well with the Council in providing legal direction as needed or answering the legal questions about procedures. I did notice that there seemed to be friction with Mr. Tindall and some of the new council members recently and was quite surprised to hear that he ‘submitted his resignation’.

Council Member Alvarez: For the longest time, I did not know who CM Alvarez was since she was absent from many of the council meetings and workshops. It seems that she has been around the City of Glendale operations for some time and is quite familiar with many of the departments within the city. Many of her comments and objections during the recent financial workshops made it sound like she was the council member representing the employees of Glendale rather than her district constituents.

Management Titles: I found it strange that a city like Glendale that was facing difficult financial challenges would have managers with some lofty sounding titles. Why does a director level position need to be called Executive Director? That department should have a Director and then one or more managers as based on the number of employees in that department. While the city is pinching pennies everywhere it can, it seemed out of place to have an Executive Director. (It also seems that many of the tactical errors that have turned up with city finances were done by these Executive Directors.)

I miss the spirit you brought to the Glendale City Council. Thank you for your commentary and insights into the happenings of our city.”
